David (Dave) J. Dacquino brings extensive board experience and credentials to his role as Chairman of the Board for RA Federal Services (RA FS). Dave also serves as Chairman of the Board of Serco Inc., a publicly listed (LSE) $2.1 billion leading provider of professional, technology, and management services to the U.S. federal government, the government of Canada, state and local governments, and commercial enterprises, as well as Chairman of the Board of Directors for Squire Solutions. Mr. Dacquino previously served as Chief Executive Officer and Chairman of Serco where, during his tenure from 2017-2022, he oversaw approximately 10,000 employees and brought to Serco more than 30 years of experience in the defense, aeronautics, and technical services industries. Dave’s experience includes serving as CEO and President of SkyLink, a leading aviation airlift and logistics service provider with international operations in over 60 countries, as well as senior roles at both Raytheon and Lockheed Martin

Sandy Peavy is the Chief Executive Officer of Coastal Consulting, Inc. and is one of the leading authorities on federal contracting as well as an experienced corporate Board member. Ms. Peavy is an active board member of FITGov, whose mission is to build and support an exceptional community of trust around IT portfolio management and governance for their federal partners. She also served as a member of the Board of Directors for The Ambit Group from 2019 until 2022. Sandy is a former senior US government official with decades of cross functional experience with federal, state, local, tribal, and international law enforcement, and homeland security. Her functional expertise includes information technology, space systems, cyber, strategic planning, transformation, and organizational culture.

Danielle O. Saunders is a licensed attorney and well-respected business leader in the Greater Washington area. Throughout her 30+ years’ experience in domestic and international commercial transactions, including a decade of corporate management, she has played a key role in developing and growing businesses for a variety of organizations around the world, including assisting companies navigate the Department of State, Department of Defense, and intelligence communities related to federal contracting. Ms. Saunders joined the Board of Directors of RA Federal Services as an Outside Director in September, 2023.

Soraya founded RA International in 2004 with Lars Narfeldt after witnessing large organizations unable to provide a comprehensive range of services or manage or implement projects effectively when operating in remote locations. Soraya has been selected as one of the most influential women leaders by Arabian Business three times and was also a finalist for the Ernst & Young Entrepreneur of the Year award in 2012. She is a strong advocate and supporter of responsible business practices and community-based businesses.

Mr. Weidenfeller has worked in the Architecture / Engineering / Construction fields for over 15 years. He has worked as an Architect and construction manager on four major OCONUS projects and as a Program Manger for contracts involving the oversight of numerous IDIQs and over a dozen projects in excess of 100 million dollars. Mr. Weidenfeller joined RA International as US Program Manager and in January 2022 transferred to RA Federal Services as CEO.

Mr. Kenny is a retired Army Colonel with 30+ years experience mana- ging multi-million dollar programs, most commonly in remote, auste- re, and conflict-ridden areas. He served multiple tours in Africa while on active duty. He also served as the senior military advisor for Africa at the Department of State. As a USG contractor, he has supervised the execution of several programs in Africa, Asia, and the Middle East with a combined value in excess of $1B.

Mr. Wheeler served as a Platoon Leader and Company Commander within the US Army during Operation Iraqi Freedom. Upon leaving the military, he began working as a Logistics and Project Manager for a USG Contractor in support of the US Department of State OCONUS projects. Mr. Wheeler has 14+ years of experience executing multi-million dollar programs, mostly in the physical security industry with the focus on serving and protecting US citizens working overseas. Mr. Wheeler joined RA Federal Services as the VP of Construction in November 2023.

Tammy Dyer came to RA Federal Services with several years of corporate experience including business administration, work in the hospitality field, and most recently overseas contracting in Afghanis- tan where she worked for IAP for 3 years in Procurement. In addition to her duties as the RAFS Business Manager, Tammy is also serving as the Program Manager for three Task Orders worth $23M(+).

Jenny Wheeler has over 15 years of experience in the security field and has served as the Facility Security Officer (FSO) for a number of firms in the Washington DC / Northern Virginia area. While executing her role as the FSO, she has worked with multiple Government Agencies and Systems, and has developed a thorough understanding of the importance and complexities of the security field and how it relates to government contracts, US Embassies, other contracting agencies and shared stakeholders. Jenny also has over 10 years’ experience in Human Resources providing detailed and confidential support to contracts and employees

Brent Fontenot is an experienced corporate finance manager and a licensed CPA who brings a wealth of knowledge to RA FS.  Brent has extensive training in industry accounting, with an emphasis in financial planning and analysis, and possesses strong technical and computer skills.  Brent supports the continued growth of RA Federal Services through accurate financial records management and the improved integration of our business functions with our operational efforts.
